International Day of Solidarity with the Palestinian people

Statement by Juan Antonio Fernández Palacios, Ambassador, Permanent Representative of the Republic of Cuba, on behalf of the Non-Aligned Movement in the commemoration of the International Day of Solidarity with the Palestinian people.

Mr. Chairman,

I have the honor to speak on behalf of the Non-Aligned Movement.

Mr. Chairman,

The Non-Aligned Movement has historically maintained a firm and solidary stance toward the Palestinian people and their just cause, based on a clear and unequivocal principled position concerning the recognition of the inalienable rights of the Palestinian people, the rejection of the illegal occupation of Arab territories by Israel, and the condemnation of mass, flagrant and systematic violations of human rights and international humanitarian law committed by the occupying power.

Resounding pronouncements on the question of Palestine have emerged during the most important meetings of the Movement, convened at the highest level.

In this context, the Heads of State or Government of the Non-Aligned Movement adopted a Declaration on Palestine during their XIV Summit Conference in Havana, in which they reaffirmed their strong commitment to continue supporting the Palestinian people to bring an end to Israel's occupation, and consistently reasserted their commitment to a just and peaceful solution of the conflict and to the right of the Palestinian people to exercise self-determination and sovereignty in their independent state of Palestine, with East Jerusalem as its capital.

At the same time, the Heads of State and/or Government of the Non-Aligned Movement gathered in Havana, strongly condemned the relentless and intensifying Israeli aggression against the Palestinian people, reiterated their deep concern at the intensifying hardships being faced by the Palestinian people in the aftermath of the Palestinian Legislative Council elections, as well as at the increasing financial and political isolation being imposed on the Palestinian Authority by some Members of the international community, and also reaffirmed the need to respect, in all circumstances, international law and international humanitarian law, in particular the Fourth Geneva Convention, and the purposes and principles enshrined in the Charter of the United Nations with respect to the question of Palestine.

In light of recent events in Beit Hanoun, and the intensifying Israeli escalation against the Palestinian people, the Non-Aligned Movement immediately reacted.

The Non-Aligned Movement supported the convening of a Special Session of the Human Rights Council where it pronounced itself against the Israeli military incursion into the Gaza Strip, which has caused extensive loss of civilian Palestinian life and the destruction of Palestinian property and vital infrastructure.

The Non-Aligned Movement requested an emergency meeting of the Security Council and adopted a Statement that was presented to this Organ.

In view of the Security Council's paralysis as a result of the exercise of the veto power by one of its permanent members, the Non-Aligned Movement requested the resumption of the tenth emergency special session of the General Assembly, in which it again condemned Israel's military operations against the Palestinian people, as well as the violations of human rights and international humanitarian law resulting from the indiscriminate and excessive use of force by Israel.

Mr. Chairman,

The Non-Aligned Movement reiterates once again its strong support and solidarity with the Palestinian people.

In this context, the Non-Aligned Movement reaffirms its commitment to a just and peaceful solution of the Israeli-Palestinian conflict that establishes the unconditional return of the Arab territories occupied since June 1967, and to guarantee the right of the Palestinian people to exercise self-determination and sovereignty in their independent State of Palestine, with East Jerusalem as its capital.

The Non-Aligned Movement demands the immediate cessation of Israeli military incursions into the Palestinian territory as well as the respect for the Geneva Conventions and the human rights of the Palestinian people, and calls upon the international community to provide urgently needed assistance in an effort to alleviate the dire humanitarian crisis being faced by the Palestinian people.

The Non-Aligned Movement urges the international community to take immediate steps to stabilize the situation and restart the peace process and, at the same time, reaffirms that the United Nations has a permanent responsibility towards the question of Palestine, until it is resolved in all its aspects on the basis of international law.
